The Public Information Bulletin is an official ICT publication platform established to provide broad access to public information in electronic form via the Internet.
Formal and Legal Matters
The entity’s BIP page is maintained in accordance with the applicable legal acts, namely:
- The Act of 6 September 2001 on Access to Public Information (Dz.U. 2022 poz. 902)
- Regulation of the Minister of the Interior and Administration of 18 January 2007 on the Public Information Bulletin (Dz.U. 2007 nr 10 poz. 68)
- It also meets the minimum requirements for information and communication systems specified in the Regulation of the Council of Ministers of 12 April 2012 on the National Interoperability Framework, the minimum requirements for public registers and the exchange of information in electronic form, and the minimum requirements for information and communication systems (Dz.U. 2017 poz. 2247)
Contents of the Public Information Bulletin
The content collected on the BIP pages is made available in a quality that leaves no doubt as to its substance. Each public information item has been thoroughly identified in the notice metadata and in the page change history by the following fields:
- Information produced by – the identity of the person who produced the information or who is responsible for its content, together with the date and time when that operation was performed, has been provided in the information,
- Information entered into the BIP by – the identity of the person who entered the information into the Biuletyn Informacji Publicznej, together with the date and time when that operation was performed, has been provided in the information.
Navigation of the entity section of the BIP is enabled by: the BIP header, the subject menu, and the content presentation area.
The BIP header is located at the top right of the information bar. It consists of an accessibility bar facilitating the use of BIP by persons with visual and hearing impairments. It contains a search field, the name of the entity operating the entity-specific BIP page and providing the information, and the graphic emblem of the Public Information Bulletin.
The subject-matter menu is located on the right side of the screen and at the top of the screen. It is divided into categories and expandable subcategories.
The subject-matter menu enables the retrieval of public information. The menu consists of main pages and subpages accessible from the menu on the right-hand side. A key element used to obtain information contained in the BIP is the main menu. It is displayed as a column on the right side of the screen. This is both an entity-specific and subject-matter menu divided into several thematic sections related to the information provided.
The content presentation area is the largest part of the BIP, located in the central portion of the screen. It is used to present published content (public information).
In the BIP, in addition to content presented directly on the page, there is also information attached in the form of files available for download. Each file is accompanied by information regarding its format and size.
