as the Manager of the Legnica Special Economic Zone, according to the ordinance of the Minister for Economy and Labour dated November 15th, 2004 on tenders and negotiations, as well as on criteria for evaluating the intended business undertakings which are to be commenced by business entities within the area of the Legnica Special Economic Zone (Journal of Laws No. 254, item. 2543, as amended)
announces an invitation to the negotiations
aimed at selecting an entrepreneur who will obtain a permit for carrying out a business activity within the area of the Legnica Special Economic Zone which gives a right to benefit from public aid (called hereafter “Permit”).
- Detailed information on the terms and conditions of the negotiations, including the condition of issuing the Permit, is set down in the “Specification of Material Terms and Conditions of the Negotiations” (“Specification”)
- The conditions to participate in the negotiations are:
- purchasing from the Legnica Special Economic zone sp. z o.o. the Specification (Specification is available Monday-Friday 08:00 a.m. to 02:00 p.m. at the seat of the Legnica Special Economic Zone sp. z o.o., upon payment of PLN 9,5000 net (say: nine thousand and five hundred zlotys net) plus 23% VAT to the following bank account of the Legnica Special Economic Zone sp. z o.o.: No. 07 1020 3017 0000 2002 0019 8622 in PKO BP S.A. O/Legnica.
- Written offers should be submitted according to the the manner of preparing the offer as defined in the Specification.
- The invitation is aimed at entrepreneurs who possess the legal title for the real estate (in particular ownership or perpetual usufruct or lease or rental or leasing) located within the area of the WSEZ “INVEST – PARK” in the Złotoryja Subzone or at these who will prove believably the possibility of obtaining of such legal title.
- Offers signed “Rokowania podstrefa Złotoryja” and “Nie otwierać przed dniem 05 czerwca 2015, godz.09:00” should be submitted at the seat of Legnica Special Economic Zone sp. z o.o. until June 5th, 2015 at 08:45 a.m.
- The business undertakings, which are to be commenced within the area of the Legnica Special Economic Zone and which will be defined in offers, are subject to assessment based on the criteria defined in § 11 of the Ordinance of the Minister for the Economy and Labour dated November 15th, 2004 on tenders and negotiations, as well as on criteria for evaluating the intended business undertakings which are to be commenced by business entities within the area of the Legnica Special Economic Zone (Journal of Laws No. 254, item 2543, as amended).
- The opening of the offers as well as the negotiations will take place at the seat of the Legnica Special Economic Zone sp. z o.o. on June 5th, 2015 at 9 a.m.
- The Legnica Special Economic Zone sp. z o.o. may invalidate the negotiations in the event of a material change of circumstances resulting in that the continuation of the negotiation procedure is not in the public interest, which could not have been predicted earlier or/and when the negotiation procedure has a defect which makes it impossible to issue the Permit. The Legnica Special Economic Zone sp. z o.o. will inform all offerers at the same time, in writing, about invalidation of the procedure, giving the factual and legal reasons therefore.
